The sampling frequency of a filter component can not be changed.  (1) It's connected to an input component. In the picture below, CHBLPF (Chebychev LPF) is connected to TXTIN (Text Input) and its sampling frequency is 5MHz.  You need to change TXTIN's sampling frequency.  Next component inherits the sampling frequency from its source.  If you put it away from the circuit, you can freely change the sampling frequency.
